So is the actual picture 16X20, blown up from the original 11X14, or is the actual photo only 11X14 with a border around the photo with the signature, etc., therefore making the border and 11X14 photo 16X20 total? I hope this question makes sense!
I am pretty sure he means the image is 11×14 printed on 16×20 paper, giving you a wide border.
